Since the arrival of the Spanish Space Agency (AEE) in 2024, Seville has strengthened its position as one of the major drivers of the space sector, both regionally and nationally. This leadership finds its greatest asset in the excellence of an industry that closed 2024 with a historic turnover of 2.914 billion euros, 6.8% more than the previous year, and with aeronautical exports in Andalusia reaching 2.813 billion euros, representing year-on-year growth of 34%.
In this context of growth and international projection, the Andalusian capital will once again be at the centre of the space debate when it hosts the second edition of New Space & Solutions: Where we tell you what New Space does for us from 14 to 17 April. The Cartuja Auditorium, managed by Yventu and located in Seville TechPark, will host the two face-to-face days on Tuesday 14 and Wednesday 15 April, while the two virtual days will be held on Thursday 16 and Friday 17.
Among the highlights of this edition will be discussions on the legal framework of European ‘New Space’ with several particularly relevant presentations by renowned experts from the space sector and the legal field.
Ana María Marín Pérez, director of the Technical Office of the Spanish Space Agency, will address the need to strengthen the regulatory ecosystem in space matters to adapt it to new global challenges. She has recently pointed this out in various forums, where she has recalled that Europe is defining a common strategic vision, , while the ESA is working on the processing of national and European space regulations and acts as a specialised advisory body in international regulatory forums such as the EU’s COPUOS.

This regulatory framework would make it possible to “achieve a balance between industrial development and long-term sustainability,” while also incorporating Spain’s membership in the main international sustainability forums. As highlighted by the director, this new legal scenario aims to be “clear and stable”, so that it empowers the industry and optimises the contribution of space “to humanity, security, sustainability and resilience”.
In addition, Sergi Giménez, partner at Augusta Abogados, will discuss the EU Space Act. Under the title “EU Space Act – where are we now?”, Giménez will provide a comprehensive update on the status of the draft EU regulation promoted by the European Commission. His presentation will analyse the main key points of the text, the contributions received from different areas and the challenges that its future approval poses for companies and players in the space sector.

Meanwhile, Efrén Díaz Díaz, head of the Technology and Space Department at the Mas y Calvet law firm, will focus his presentation on one of the major regulatory challenges facing New Space today: the dual civil and strategic use of outer space. In his presentation, entitled “Dual use in outer space: legal challenges in the face of civil and security convergence”, Díaz will analyse the applicable international and European regulatory frameworks, as well as the necessary coordination between sovereignty and legal certainty. The presentation will offer practical keys for risk management for the control of products and technologies in contracts, licences and projects with strategic implications, in a context where dual use has become the norm with a growing impact on the defence and outer space sectors.
